Cherwell District Council Self Build Register Policy

The Self and Custom house building register holds details of persons/associations who want to acquire serviced plots of land in the district for self-build and custom house building.

In October 2016, changes were made to the legislation that strengthened our role in making available plots of land that can be used for self-build and custom house building. The regulations also provide us with the option to include a local connection test and a criterion to demonstrate that an individual has the financial resources to purchase land for self/custom build.

As from 1st April 2017 the register will be divided into two parts.

  • People who meet the local connection test, the financial resources test and the basic eligibility
  • People without a local connection but meet the basic eligibility

In order to register you must meet the basic eligibility:

  • be aged 18 or over
  • A British citizen, a national of a EEA State other than the UK, or a national of Switzerland
  • Seeking (either alone or with others) to acquire a serviced plot of land in Cherwell District to build a house to occupy as your sole or main residence

Part 1 – people/associations with a local connection

To be eligible for Part 1 of the register, you will need to:

  • Meet the basic eligibility; and
  • Meet the Local connection test, and
  • Have lived in the Council district for a period of at least 12 months immediately prior to the date of your application to join the register; or
  • Have previously lived in the Council district continuously for a period of at least 3 years out of the past 5 years immediately prior to the date of your application to join the register; or
  • Have permanent employment within the Council district; or
  • Have immediate family members (spouse / partner, parents, step parents, adult (aged 18 years and over) children or step children, or siblings and step siblings) who have lived in the Council district continuously for at least 5 years immediately prior to the date of your application to join the register.
  • Meet the financial resources test

Applicants will need to certify that they have sufficient resources to purchase land by:

  • Identifying in approximate terms of amount of land that would be needed to accommodate the size of property they are looking for in the area they are interested in
  • Indicating the approximate cost of such a site and evidencing this by way of examples of recent comparable sales or confirmation from a registered valuer
  • Outlining how they intend to fund the project.

Those who register and fulfil each of the above eligibility criteria will be included in Part 1 of the register.

The only exception to the above will be members of the armed forces. Anyone who is in the service of the regular armed forces of the Crown is deemed to satisfy the connection test, and anyone who has previously served in the armed forces will be deemed to satisfy the connection test for a period of ten years after leaving service.

Part 2 – people/associations without a local connection or sufficient financial resource to purchase land

To be eligible for Part 2 of the register, you will need to have met the basic eligibility.

What is the difference between Part 1 and Part 2 of the register?

Section 2A of the Self-Build and Custom Housebuilding Act 2015 imposes a legal duty on us to grant sufficient development permissions to meet the demand for self- build and custom house building; this duty only applies to entries on Part 1 of the register.

Graven Hill – A development like no other

In summer 2016 the first plots went on sale at Graven Hill in Bicester. A year later, both plots and Tailored Finish homes had been sold and work was well underway completing the infrastructure to support the development. Graven Hill is a ten year project which once complete will feature up to 1900 homes, a combination between those that are self-built and those whose owners have chosen to go down the Tailored Finish route. Tailored Finish properties are available as two-, three- and four-bedroomed homes which provide buyers with a home built to the highest possible standards and also one that offers greater levels of choice over fixtures, fittings and also the internal layout. The development will include other housing options such as apartments, the first phase of which will be built in the village centre that will boast a range of other community facilities. And of course there will be an element of the site designated for affordable homes that will be managed through a housing association. The vision for Graven Hill is to make it an all-inclusive development where like-minded people can come together and live in a settled community for many years to come. Key factors influencing the decision of our current buyers have included location and lifestyle. This comes as no surprise – as Graven Hill features an an abundance of open green space and is set against the backdrop of the beautiful hill. As well as this tranquil rural setting, the development sits in one of the most accessible parts of the country, with excellent connectivity by road and rail to key cities such as London, Oxford and Birmingham. To help prospective home buyers understand more about the development and to reach a decision over what is the best option for them, Graven Hill has now opened a Plot Shop in Bicester Town centre. Here their dedicated team will meet with you and talk you through your options and then support you at every stage of your Graven Hill journey. Whatever choice you make, the options offered at Graven Hill are unequalled. Further information on Graven Hill can be found at by calling 01869 396 070 or visiting the Plot Shop, Pioneer Square, Bicester OX26 6JU.
